I didn't really feel like arguing at the time. It can be intimidating with all of the guards standing around with machine guns. Also, the official studied my passport for a long time - not sure what he was looking for. Everything above that is pocketed by the border officials. These days they seem to insist on 1100B and even flat out refuse to take dollars. Anyway, if you can be bothered, please do write to a Cambodian embassy with the name of the official who cheated you (it's on the visa).
